It was an operator issue. Track was running fine at multiple tournaments. So if I was a coach and I knew my wrestler was not going to wrestle I would not let anyone know till last second so there other guy would get easier matches and a higher seed. Also I realize some tourneys stop seeding at a certain number (for example #8) which means 9+ can be random (also known as unseeded).
