If he is pushing on the head or whizzering and the top guy isn't able to physically get on top again then stalemate. If he is just clinging for dear life, stalling. The very least to take additional time off the clock. Run the guy out of bounds. Get a fresh start. All strategy here. Smart wrestling. Whether good or bad. Leave it ip to the ref..
