  1. 2013-14 IHSAA Winter Bulletin Page 62...see VIII-C-3 VII Scoring Individual and team scoring shall be decided according to Rule 9 in the current Wrestling Rules. Six places shall be awarded at the sectional. CONTINUING FROM 2009‐10 – Team scoring in the sectional shall begin at the quarter‐finals level and not before. Only four places shall be awarded at the regional and semi‐state levels. Scoring at the Regional and Semi‐State level will begin at the round of eight. VIII Awards – Are provided by the IHSAA. No others shall be given. A. Sectionals 1. Trophy a. to the championship team 2. Ribbons a. to contestants placing 1st thru 6th place in each weight class. B. Regionals & Semi‐States 1. Ribbons a. to contestants placing 1st thru 4th place in each weight class. 2. Plate to championship team C. State 1. Medals a. to contestants placing 1st thru 8th place in each weight class. 2. Ward E. Brown Mental Attitude Award a. A plaque will be presented, by the Executive Committee, to an outstanding senior participant who must excel in mental attitude, scholarship, leadership and athletic ability in wrestling. Nominations must be initiated by candidate’s principal and coach. 3. Team Trophy - Individual and team scoring shall be decided according to Rule 9 in the current Wrestling Rules Book. A Team State Champion and Runner-up will be awarded based on Tournament Team Scoring procedures found in Rule 9-2-3 of the 2013-2014 Wrestling Rules Book.

Two-Pound Growth Allowance Rule 4-4-4 has been amended to read "a two-pound growth allowance may be added to each weight class any time after the date of certification." In Indiana, the date for the growth allowance shall be January 1, 2014.
  4. 2013-14 NFHS Rules Book 2013-14 Points of Emphasis Page 60 End-of-Match Procedure The end-of-match procedure is a sportsmanship act and also a means of recognizing the winner of the contest… ...It is imperative that coaches instruct their wrestlers to offer a firm handshake and to provide a respectful acknowledgement of their opponents. Fist bumps, high fives, hand slaps, etc., are not acceptable. Referees need to be aware that unsportsmanlike conduct is to be penalized whenever it occurs regardless of the circumstances. These are the only required instances for handshakes, all others are traditional and voluntary... Rule 6-2-3 The first period shall start with the wrestlers in the neutral position. The wrestlers will shake hands and when the referee sounds the whistle, they shall begin wrestling… Rule 6-5-2 The wrestlers shall shake hands and the referee shall declare the winner by raising the winning wrestler’s hand.
  5. Had the pleasure of working Jeffersonville vs. St. Xavier (Louisville) last night. It was a great environment! Especially, seeing the high school kids interacting with the younger wrestlers and seeing each age group encouraging and cheering on the others. Great community event for both the wrestling community as well as the local community. Kudos to all the forward thinking programs who practice such events and hope to see these types of formats spread across the state. What better way to promote and grow the sport of wrestling at the local level.

  8. I've seen this done at a number of tournaments that I've worked and seen it work well with little negative response. The differnce being advanced communication and planning on the part of the tournament director. In order for this to work and work fairly, teams/schools/coaches need to know in advance that this is an option, therefore, allowing them to be prepared for the process. As TripleB mentioned earlier, this was done at the Jeff Classic last year. They new that the tournament was going to be short a team, so, in order to fill the brackets of the tournament they notified the schools/coaches in advance that there would be openings at each weight and asked the coaches to help fill those openings. It worked well and from what I heard the coaches liked having the opportunities for their kids. But, again there was ample advanced communication and an organized plan in place.

For all the flack the IHSAA gets for a number of their rulings in regard to wrestling from the wrestling community (much of it rightfully so IMO), they deserve a big kudos for getting this one right. Great for the kid, the local community, and the wrestling community as a whole. Class, yes I said class :, move from a class act at Madison!
  10. The ISWA requires Headgear to be worn by all wrestlers competing in folkstyle competition at all local and state sanctioned events. Staying in line with the National Federation of State High School Associations (NFHS). However, we have made allowances, for event administators hosting "Regional" and "National" type events, such as this; giving them the latitude to make exceptions/alter/modify the requirements for their events, so long as they adhere to the minimum USA Wrestling established "Rules & Guidelines" including modifications. I.E., ... ...Page 77 - USA Wrestling Rule Book & Guide to Wrestling 2013 Edition For folkstyle competition, the National Federation of State High School Associations (NFHS) match scoring wrestling rules will be enforced, with USAW modifications to the kids' illegal hold rules. USA Wrestling rules governing ages, weights, and match time will take precedence where applicable. The previously mentioned modifications are as follows: - Headgear is REQUIRED for wrestlers Schoolboy and younger - Mouth guards are not required for wrestlers (even wrestlers with braces) - Rest time between matches is a minimum of 15 minutes - A match can be started when a wrestler does not have a coach - The three-quarter nelson with leg hook IS legal in USAW Folkstyle Events - The double arm bar with sit out is illegal for Schoolboy/girl age division wrestlers and younger

  18. Two very important words to look for and understand... Or & Repeatedly
  19. The fact is the official knew the rule and administered it properly!!! This is from the NFHS 2012-13 Rule Book; I know the college rule is similar, but, I do not have access to the NCAA Wrestling Rule Book in order to quote it accuratly. Rule 5-23-1 Stalemate ...It is a stalemate when contestants are interlocked in a position other than a pinning situation, in which neither wrestler can improve their respective position(s); or either competitor has the hands locked around one leg of the opponent to prevent scoring. The referee shall, as soon as possible, stop the match and wrestling shall be resumed as for an out of bounds. Hands locked repeatedly around one leg of an opponent to prevent scoring is considered stalling. Rule 5-24-6 Stalling ...It is stalling when either wrestler: a. repeatedly grasps or interlocks around one leg of the opponent to prevent scoring;... The first occurance shall be recognized as a stalemate and each subsequent occurance shall be recognized as stalling by the offending wrestler. Furthermore, typically by rule, one of the exceptions to stopping a match to award a penalty is when penalizing the offensive wrestler for stalling when the defensive wrestler is on his feet; however, in this situation it would be acceptable to stop the match; because, when warranted, a warning or penalty for stalling may be issued at the same time a stalemate is called.

Over the last two weekends several officials from across the state have dedicated a great deal of time and effort to make the ISWA State Finals; first at Ben Davis, then, at Warren Central the great successes that they were. This included several of the top rated IHSAA officials that the state has to offer. These top officials served as mentors and role models for the many younger and/or less experienced officials that worked along side them during these events. They took the opportunity to observe, correct and instruct much the same way that coaches do with their wrestlers. 40 officials were utilized over the two weekends with 20 of those being IHSAA Semi-State level officials or higher. Each ISWA Championship bout had at least one of these 20 officials either calling or assisting in the match, as, we used assistants in every championship match over the two weekends. These two weekends each year present us with a unique opportunity that we must take advantage of, in that, the officials have the chance to really work together as a group to make improvements as a whole. In addition to providing the mentorship opportunities we have installed an evaluation process where the officials are formally observed and evaluated; following which, they are taken to the side in order to review the evaluation and are given a copy of the form for future reference. How great would it be if we would take this opportunity at every local/club event throughout the season?!   23. Speaking of sponsorship, why not forward some of these concerns to the corporate partners of the IHSAA. As the benefactor of sponsorship the IHSAA has a certain level of accountability to those corporate sponsors. If a couple of Farmers Insurance policy holders, for example, were to cancel their policies and explain to their agent that it is due to their displeasure with the IHSAA’s conduct in regard to a sport and event that is dear to them and which that corporation is affiliated through sponsorship. If they want to make it about money accommodate them. Just a thought!

A problem that I have sadly noticed is that many middle schools (administrators) want to operate independently from the high schools some going so far as to limit access and involvement by the high school coaches. I've seen this take place at schools and programs of all sizes and levels of success across the state. It really makes you wander where some people's priorities, responsibilities and accountabilites lie. Egos and control issues tend to be the largest obsticles from what I've observed. Another huge hurdle is tradition. Everything from Competition Seasons, bout/period length, weight classes and even weigh-in procedures have been regionalized and those traditional aspects will be difficult to overcome without some serious leadership. I for one would like to see the IHSWCA form a committee aimed toward addressing this issue. It may very well be impossible to accomplish, but, it is not unreasonable to make an honest attempt at suggesting some guidance in the form of possitive educational feedback. I was discussing this vary topic with Danny Struck, IHSWCA (incoming) President during the IHSWCA Hall of Fame Banquet this past Sunday. There is certainly interest in approaching the challange.
