You cannot blame the kid for having the will to do this, but you can blame the promoter for allowing it. He can't generate enough power to hit or kick with the nubs. and clearly has almost no submissions as he has no joints to lock anything. Is he going to be required to put gloves on? I respect the guy for wanting to fight even with no arms and legs, but you got to know you limitations. MMA is not like wrestling, it involves it, but they are definitely not the same.
