Yes, a school must be approved to become an RTC.  There was an issue in year's past where everyone was claiming to host a Regional Training Center, but many were not sanctioned.  Officially, a Regional Training Center is sponsored by USAW and the ISWA, and all participants must have a USAW card.  The ISWA has begun to make the necessary adjustments to help better facilitate this process and operation (the amount of RTCs in Indiana, the curriculum, attendence, clincians, etc) and you will begin to see the changes this year.  More information is coming on that soon.  Officially there are only 18 schools that are approved to be an RTC and, for the reason you brought up, chances are this number will decline after this summer.  For more information, Rex Peckinpaugh oversees the RTCs for the ISWA.
