Alex Dolly in consideration for Olympic wildcard?

I read on themat.com that the three wildcards handed out for Olympic wrestling will come from nations that have not qualified any wrestlers yet.  This will not include Great Britain because they get 3 bids of their choosing as hosts.  Alex had a strong showing at the Worlds last year and is from a nation with no wrestling representation that is obviously closely tied and proximate to the Olympic host nation.  

Anyone know anything about this?

I'm going to guess a few of the wildcards may go to a particularly talented athlete who for some unforseen series of events was unable to qualify his country for the games.   I also know from past Olympic video profiles they have traditionally offered Olympic wildcards (in any sport) to countries that are just develping Olympic programs in a particular sport. Many times these athletes may not be amoung the best at there sport.  They gave a swimming Eric Moussambani one in Sydney to a guy who just learned to swim a few month prior due to his push to organize the sport in his underdevelped country. Can't find NBC backstory but here is part of his story  http://en.wikipedia.org/wiki/Eric_Moussambani   Another one at the same Olympics given to a guy who practice swimming in an condemed hotel pool with a trainer from an ethnic group his people were at war with.  Thus seen as more of a good will jesture to help encourage the growth of the sport within those countries.  Obviously Ireland isn't an underdevelped country norin need of a uplifting example, so in those terms a wildcard doesn't really fit.  So their best show may be from saying another representative from Ireland would promote Olympic attendance  (since they are close) and that his participation is the start of a big national push to make wrestling a major sport in their country.

Ok, so I found the International Olympic Committee official document about the Tripartite Commission.  Their sole job is to give Olympic positions to nations with low or no Olympic participation.  To be eligible for a position, the nation must have averaged 6 or less athletes in the last 2 Olympic games. 
This is not Ireland, so Dolly definitely will not be one of these positions.   
Most likely the 3 wrestling positions will go to an African or Asian nation with an underdeveloped Olympic program who had individuals that tried unsuccessfully to qualify the normal route.  So MattM was definitely on the right track.
