I think that you would get a more accurate look at whether or not a class system would be "justified" if you look at these numbers in terms of number of state qualifiers per capita. 3A schools sent 78% of the state qualifiers, while the 1A schools only sent 7%; but if the 3A schools account for 78% of the possible wrestlers(enrolled students) and the 1A schools only account for 7%, these numbers aren't that far off. But if the 3A schools are sending 78% of the wrestlers to state, but only account for 50% of the possible wresters, maybe a class system would be appropriate.
