Many refs are much more lenient with stalling than others. Just because it isn't called doesn't mean it's not happening. It's not a black and white call. If he doesn't award points or call stalling it didn't happen on the scoreboard even if it did happen in reality! You can't leave the match in the ref's hands to decide!
